All destruction must be entered in the register in List 8 and must contain the date of destruction, the name and dosage of the drug, the quantity destroyed, the reason for the destruction, the name and signature of the authorized person and the name and signature of the witness. Destroyed drugs that have been rendered inoperable must then be placed in the RUM container for disposal. (25) The possession and consumption of S8 narcotics is restricted to authorised personnel and prohibited without the written permission of NSW Health Pharmaceutical Services. Under no circumstances may authorized personnel dispense narcotics. Qualified individuals usually possess scientific qualifications and manage a laboratory used for analysis, research or teaching purposes, and may also be individuals who have been approved by an ethics committee to conduct research. Power of attorney granted to a person is not transferable. (26) Researchers under the authority of NSW Health Pharmaceutical Services (i.e. authorised personnel) are authorised to authorise persons under their direct supervision to hold and use medicinal products for research and teaching purposes. The destruction of list 8 drugs may be carried out by the pharmacist under the direct supervision of another pharmacist. (33) Authorized personnel shall ensure that drug addicts are stored separately from all other property in a separate room, safe, cabinet or other container securely attached to any part of the premises and locked when not in direct use. Access to drug addiction is granted to researchers authorised by NSW Health Pharmaceutical Services and a copy is kept by the relevant laboratory director or other officer designated by the dean of the relevant school or the director of the research institute for inspection and/or inventory purposes.

Pharmacists must take reasonable steps to ensure that all Schedule 8 drugs returned for disposal are registered and destroyed in accordance with the Drugs, Poisons and Controlled Substances Regulations, 2017. competent person – defined in the Occupational Health and Safety Ordinance 2017 as: “a person who, through education, qualification or experience, has acquired the knowledge and skills necessary to perform that task”. Certified Personnel – means the person authorized by the Dean of the School or the Director of the Research Institute to manage the possession, use, storage and disposal of Schedule 2, 3, 4 and/or 7 tissues on behalf of the School or Research Institute. Poison – means any substance listed in Schedule 1 (S1), Schedule 2 (S2), Schedule 3 (S3), Schedule 5 (S5), Schedule 6 (S6) or Schedule 7 (S7) of the Poison Control List. A scientifically qualified person is defined in the Regulation as follows: a physician, dentist, veterinarian or pharmacist, or a person holding a degree or diploma provisionally accredited by the Director General of Health, or a person provisionally accredited by the Director General of Health. When poisons, restricted substances and drugs are to be used in animals or material of biological origin or in humans, personnel must obtain the approval of the relevant Ethics and/or Biosafety and Radiological Safety Committee. Storage (9) All poisons, toxic substances and narcotic substances must be stored at least: in a limited area to which the public has no access and separated from food or feed; so that in the event of rupture or leakage of the container, they cannot contaminate food intended for human or animal consumption.
